ENR - The National Institution of Italy for Standardization Research and Promotion

ENR’s mission is to intervene in the process of production and diffusion of technical rules, one of the main tools, in the present market globalization phase, to defend and support people, intended both as user-consumer subjects of goods and services (with regard to values such as health, safety and environmental protection) and as producer subjects of the same goods and services, not only as a safeguard in the case of unfair competition because of non-compliant products or processes, but also for their better positioning in international competition.

As concerns the production of technical rules, the contribution of ENR, in cooperation with the other actors in the field, at national or international level, consists of studies and research on writing, qualifying, updating of technical rules, including what is known in the EU context as pre-normative research.

As concerns the process of technical rules diffusion, the contribution of ENR, also in cooperation with other subjects active in the field, at national or international level, consists of promotional activities and tutoring in the adoption of technical rules through feasibility verification, experimentation, training and information not only intended for the various productivity sector operators but, more in general, for public opinion.

According to the full meaning to be assigned to the term “standardization” (i.e., not only the definition of standards, but also everything related to the promotion of their real usage), the simultaneous presence in ENR’s mission of both research and promotional activities also aims to fill the gap – very frequent in Italy – between activities to acquire competences and actions for their effective valorization as operational capacity to produce results.

In this sense, the mission of ENR is to contribute, also by acting as hub for the overall standardization system, to creating the necessary context so that other subjects can effectively conduct their certification and quality assessment activities, which are outside the ENR range of action.

The methods of operation include, among others:

  • the systematic relationship with the Ministries which have their own representatives on the ENR Administration Board and with UNI, also considering the presence in the UNI Organism of members designated by the Ministries
  • the production of protocols, guidelines, operational procedures, to facilitate the practical application of technical rules
  • attention to the international dimension (in particular to markets such as the United Arab Emirates, India, Brazil, Argentina).
